I think that there should be a new law should be written up that charges a <strong>heavy</strong> fine for people who stay behind after warnings and cause our public servants to put their lives at risk to rescue them. The 80 year-old? It is possible that 1. The elderly fear of being ripped off took over sound judgment, or 2. Maybe he/she didn't have a ride. (If I had a neighbor who was alone, I'd be dang sure to drag said person into my car and to safety.)
